    ** UPDATE - Rumsfeld's BRAC recommendations
    - Secretary Donald Rumsfeld released his recommendations Friday for BRAC commissioners to evaluate in the coming months.
    - Of the 318 major military installations in the United States' force, some 33 appear on Rumsfeld's list.
    - The fifth round of BRAC base closings and realignments is meant to save $48.8 billion in 20 years from shedding excess capacity.
    - The infrastructure cut would be from 5 to 11 percent.
    - Maryland stands to gain the most, netting 9,293 more jobs.
    - Connecticut stands to lose the most, netting 8,586 fewer jobs.
